Step-By-Step Instructions:
1. Open a New Document in Photoshop. Set the height/width to 300x300 px.
2. Create a new layer. Name this layer "Grass".
3. Select the Rectangular Marquee tool. Create a square box selection.

7. Goto Filter > Stylize > Wind. Set the properties to the following:

8. Click Ctrl+F a few more times and you should get the following effect.

9. Goto Filter > Blur > Motion Blur. Set Angle to zero. Set Distance to 150. Click OK.

10. Goto Image > Rotate Canvas > 90 Degrees Counter Clockwise.

11. Click Ctrl+T to enter Free Transform mode. Use the shape handles to move and squash the grass so that it is at the bottom of your canvas.

12. You should now have your grass.

13. Since the grass is on its own transparent layer, you can apply any gradient, photo, or image to a layer below without disrupting the grass.
